Maharashtra Becomes First Indian State to Partner with Elon Musk's Starlink for Satellite Internet Rollout

The Government of Maharashtra has become the first Indian state to formally collaborate with Elon Musk's satellite communications venture, Starlink Satellite Communications Pvt Ltd, by signing a Letter of Intent (LoI).

This landmark partnership aims to deploy satellite-based internet services to bridge the digital divide in the state, specifically targeting remote, tribal, and underserved regions, as well as critical public infrastructure.

Key Details of the Partnership:

  • Objective: To deploy high-speed, low-latency satellite-based internet connectivity in areas with limited traditional network access.

  • Target Areas: Services will be rolled out for government institutions, rural communities, and critical public infrastructure in aspirational districts, including Gadchiroli, Nandurbar, Dharashiv, and Washim.

  • Beneficiaries: The connectivity is intended to empower tribal schools, primary health centers (PHCs), disaster control rooms, coastal and forest outposts, and key infrastructure corridors like the Samruddhi Mahamarg.

  • Alignment with State Goals: The collaboration supports the state’s flagship Digital Maharashtra mission and integrates with its other key initiatives related to EV expansion, coastal development, and disaster resilience.

  • Pilot Program: A joint working group will oversee a 90-day pilot rollout with specific milestones to be reviewed quarterly under the Chief Minister's chairmanship.

  • Regulatory Clearance: The launch of the services is subject to Starlink obtaining all necessary regulatory and compliance clearances from the Department of Telecommunications (DoT), Government of India.

Chief Minister Devendra Fadnavis announced the partnership, stating that it is a "giant leap towards future-ready Maharashtra" and sets a benchmark for the Prime Minister's Digital India mission at the grassroots level. Starlink Vice President Lauren Dreyer noted that the company's mission is to connect those left behind by traditional infrastructure, perfectly aligning with Maharashtra's vision for inclusive digital growth.
